This account has been blocked pending its (as of yet, unfiled) approval for bot flags.

Situation taken care of. I originally blocked FANSTARbot (see Blocking policy and Bot Policy), and have now removed the block on FANSTARbot and the autoblock since you have been granted the +bot flag. Thanks! ~Kylu (u|t) 01:24, 17 October 2006 (UTC)
