Fanny Law

Fanny Law (Traditional Chinese:羅范椒芬), GBS, JP, is the current Commissioner of the Independent Commission Against Corruption of Hong Kong. Previously, she was Permanent Secretary for Education and Manpower of Hong Kong. She was Secretary for Education and Manpower until 2002, when the Principal Officials Accountability System was introduced.

Law's appointment as Commissioner of the ICAC of Hong Kong was announced by the Hong Kong Government on October 31, 2006.

In early January 2006, Law rejected causal connections between the deaths of two teachers who had committed suicides within 4 days in the first week of January and pressure imposed by education reforms, saying: "If the prime reason (for the deaths) is education reforms, why has there been only two teachers who have committed suicides?" This caused widespread outrage among teachers and the public. She apologised for her callous remarks about the suicide of the two teachers on January 10. 7,500 - 15,000 teachers held a protest on January 22 against Law and the educational reforms. Outgoing ICAC Commissioner Raymond H.C. Wong will replace Law as Permanent Secretary for Education and Manpower.
