Resident Evil: Extinction was announced on June 13, 2005 after Apocalypse had a positive response at the box office in 2004. Screen Gems later released information that production was officially greenlit and discussed ideas of creating another sequel titled Resident Evil 4. In late November 2005, Davis Films, Constatine Films and Screen Gems announced they will be the films distributor worldwide. Principal photography began in Mexicali, Baja California, Mexico on May 15, 2006 (after being pushed back from November 05 > March 06 > April 06 > May, 2006). Despite the rumors that Paul Anderson was planning of returning to direct the third installment, he passed the job to Russell Mulcahy and remained as the film's producer and screenplay writer. The film's budget is estimated to be $45,000,000 and the special effects will by covered by Tatopoulos Studios. In a recent interview with the magazine Fangoria, Mulcahy stated "he got the job due in part to the great enthusiasm, producers Anderson and Jeremy Bolt hold for Mulcahy’s Highlander. “Sure, they knew my genre work,” the director notes. ”But it was his A&E film The Lost Battalion and Swimming Upstream that clinched it. They were already confident I could handle the horror/fantasy. It was the two latter films that showed them I was also good with actors, drama and suspense. The whole point about the Resident Evil universe is, you must care about the characters’ fates, if they live or die."

Production was shifted to Mexico City on June 26, 2006. Filming will continue until late July before entering post-production. On June 29, 2006 the first two official production stills were released by IGN. On June 30, 2006 in an interview with IGN, Paul Anderson stated that "My concept behind the trilogy of movies I always imagined making was: the first movie would be a prequel to the very first game. It would tell the back story of the videogame world. The second movie would be set kind of intertwined with what was happening in Raccoon City. And then the third movie would be like a post script to the world of the videogame,". Plot details were also revealed (See Plot Summary) which are set in a half-buried Las Vegas. We built all these casinos which are sort of buried in the sand. "We built… parts of Paris [the casino]. So we built a chunk of the Eiffel Tower, but half-buried in sand. It's really spectacular." On June 8, 2006 a set report was released by Movie Web stated that Jeremy Bolt has given a little background into this film and what they're looking forward to the fourth film. Apparently, he and Paul W.S. Anderson are already working on that - taking to Alaska or Japan. They're bringing a few characters from this film over to that one - Albert Wesker, Chris Redfield, and Alice will all return.
