Dr. Elsa Weissenger is a fictional character in the Syphon Filter series. Born in Frankfurt, Germany, Weissenger pursued a career in the medical field. She was working for PHARCOM, the Agency, and eventually the I.P.C.A.

During the events of Syphon Filter 2, Weissenger was working for the Agency attempting to study the effects of the Syphon Filter virus on Lian Xing, but was not able to do so after Xing escaped Agency custody. Weissenger was eventually co-erced by Gabriel Logan to synthesize the vaccine for Lian, only to escape Lyle Stevens's supervision.

During the events of Syphon Filter 3 Elsa has a very limited appearance in the story besides one of Lian Xing's flashback missions in Costa Rica. Elsa's signature was found on a ledger in the S.S. Loreilei which led Lian Xing to Australia. Elsa somehow knew that Mara Aramov was going to screw her over, and was black-mailed by Lian Xing to create a vacinne for the Aborigine Australians. Shortly before her disappearance, Elsa gives Lian a data-disk regarding Mara Aramov.

During the events of Syphon Filter: The Omega Strain, Elsa was recruited into the I.P.C.A. doing medical research on the Omega Strain virus. She eventually manages to create a vaccine thanks to the efforts of all of the I.P.C.A. agents, but she has had a recruit kill one of her mentors, Jadran, with a vaccine that would only kill him instead of curing him. Elsa leaves a note confessing her mental instability, about wanting to create and break things for the world with her medical knowledge. It is interpreted that the recruit reported this to Gabriel Logan shortly after.

Elsa was killed by Gary Stoneman in Syphon Filter Dark Mirror alongside Mara Aramov.
