King Edward VII, painted by Sir Luke Fildes.
Luke Fildes died in 1918, so his copyright expired in 1988. Alternatively, this could have been an official portrait (likely), and so as a work for hire would have been under Crown Copyright, expiring 50 years after creation - 1960 at the very latest.
The two-dimensional work of art depicted in this image is in the public domain in the United States and in those countries with copyright terms of life of the author plus 70 years or less. This photograph of the work is also in the public domain in the United States (see Bridgeman Art Library Ltd. v. Corel Corporation).
