Eastern UP has often been called the "mother soil" of Indian Mafia. Azamgarh, in eastern UP has seen the likes of Dawood Ibrahim and Abu Salem spending their formative years learning the ropes and then going on to manage one of the largest mafia empires Mumbai has seen.
Abu Salem of late is reported to be standing for state by-elections and has been managing this activity from mumbai's high security Arthur Road jail.
