The Draft Treaty establishing a Constitution for Europe has been worked out by the European Convention, amended by its Presidium in two steps presented to the Convention on 13 June and 10 July 2003. This final draft has been forwarded to the Intergovernmental Conference of head of states and government, who amended it to the Treaty establishing a Constitution for Europe.
