I, Tetsuya-san (talk : contribs), on the acknowledgement I did not upload the image, believe that this promotional artwork of the character, Hikari, qualifies under Wikipedia's Fair use criteria because:

  1. It is web-resolution artwork.
  2. It does not limit the copyright owners rights to sell any content based on the character.
  3. The subject is met for the article.
