Dong Zhao (董昭) was a minister that served under that of the late Han Dynasty. Dong Zhao was the one who suggested to Cao Cao, and that of Emperor Xian, that the capital should be moved to Xu Chang. Dong Zhao was also the one who wrote the proposal to the Emperor confirming Cao Cao the title of Duke of Wei.
