The first national high school in the south of Cebu City was opened in June 7, 1993 and acquired its name as Cebu City Don Carlos A. Gothong Memorial National High School - Basak Extension through DECS Order No. 5, series of 1989. This was made possible through the joint effort of the then Department of Education, Culture and Sports now Dep-Ed, Division of Cebu City headed by Dr. Dolores P. Abellanosa and Cebu City Government with Hon. Alvin B. Garcia as Mayor. The first principal was Dr. Matilde Mayonila.
The school started with 300 first year students with 50 students per section. There were eleven pioneer teachers namely Mrs. Lilibeth Tujan, Mrs. Ruby Enriquez, Mrs. Agnes Alfajardo, the late Mrs. Agustita Gabrera, Mrs. Fermencita Pacaña, Mrs. Josefina Bacalso, Miss Teresa Baril, Mr. Ricardo Diola, Mr. Mario Gabuya, Mr. Severino Panton and Mrs. Evelyn Hinon.
The school became independent with national funding last October 9, 1993. The following year, in 1994, the school acquired its new name, the Basak National High School. Through Sangguniang Panlungsod Resolution in 2004, Basak National High School was converted into Don Vicente Rama Memorial National High School.
This school's namesake was the representative of Cebu's 3rd district instrumental as the author and sponsor of the bill of creating the City of Cebu and was enacted into a law as Commonwealth Act No. 58 by the Philippine Congress on October 20, 1936. He is also known as the "Father of the Cebu City Charter".
The school mainly serves the entire portion of Basak Pardo and Basak Pardo. It also serves the nearer barangays around it like Mambaling, Punta Princesa, Tisa, Kinasang-an Pardo, and Quiot.

Don Vicente Rama Memorial National High School is situated in two barangays of Cebu City:
Barangay Basak San Nicolas, headed by Barangay Captain Hon. Mario Susaya together with his eight councilmen, Barangay Secretary and Barangay Treasurer; has its boundaries:
- North: Barangay Mambaling
- South: Barangay Basak Pardo
- East: East Coast facing the Bohol Islands
- West: Barangays Tisa and Punta Princesa

The Don Vicente Rama Memorial National High School (formerly known as the Basak National High School) was established in 1987 under the name of Cebu City Don Carlos A. Gothong Memorial National High School-Basak Extension. Then, it was renamed into Basak National High School on July 1993.
In 2003, the school was renamed into Don Vicente Rama Memorial National High School in honor of the former Cebu City Mayor and resident, the late Senator Vicente Rama.
At the present, the school is being administrated by Principal Isidro B. Villaflor.
The school is a fast-growing community of students and one of the biggest public schools in the south of Cebu City. The facilities of the school are adequate and its curriculum is inline with the Department of Education's curriculum.
It has an active Supreme Student Government which monitors and mediates school activities. The latter also assists the school official in all events within the school.

In a recent development, it has been said that DVRMNHS will introduce the Science-High Curriculum by the next School Year 2007-2008 and onwards.
[edit] School uniform policy
The school requires school uniforms, together with their respective school I.D., with black leather shoes and white socks.
- For Boys: White polo (either plain or embroidered with the school logo) with short sleeves and black slacks.
- For Girls: White blouse with short sleeves also, a ribbon and pleated skirts. The skirts are usually long, for about 3-4 inches below the knee, while the shortest is 2 inches before the lower knee.
Students may also be allowed to wear special shirts such as class shirts or certain clubs they may belong to in the school.

The principal who is the head and governed with all the duties manages the school and responsibilities as mentioned in Republic Act 9155, the Basic Governance of 2001. He is assisted with an assistant principal who is tasked to assist the Principal in carrying out his duties and functions in the right session.
Since the principal as the assistant principal can't manage to work, year leaders in every level are created which serves as extension arms to the Head and Assistant Head of School.
The current principal is Mr. Isidro B. Villaflor.
The current assistant principal of DVRMNHS is Mr. Gerome O. Misa.

Some of the teachers were awarded with NEAP scholarships. Three of whom graduated their Master's Degree in various fields in science and mathematics at De La Salle University, Manila, one finished in Ateneo de Manila with Master's Degree in mathematics. One passed the screening test in the University of the Philippines, Diliman, Quezon City.

Insufficiency of resources and school facilities are not actually an obstacle when it comes to school development rather its progress and accomplishment depend on the administrators managing the school.

- Four 3-storey buildings with 34 classrooms.
- One make shift with 2 classrooms with permit to demolish.
- One 1-storey dilapidated building with 3 classrooms with permit to demolish.
Don Vicente Rama Memorial National High School is composed of 39 classes and the available classrooms are only 34, therefore, the 2 A-High class are using the make-shift building and a dilapidated classroom which are both subject to demolition, the Special Education class are also using the make shift building, and the 1st year Prudence and the 4th year St. Ignatius are both using dilapidated rooms.
- Other Facilities
- Computer Laboratory with 24 functional computers.
- 3 available T.V. are used in the Library for film-showing and other instructional purposes, Computer Laboratory for instructional use and Science Laboratory for film-showing.
- General references like dictionaries, encyclopedias, Book of Knowledge and the like are available in the Library for research works.
- School Clinic provided with basic medicines.
- School Cooperative Canteen that serves as student's learning laboratory.
- Science Laboratory equipped with science apparatus like microscopes, compasses, human body, magnets, T.V. Sets, CD's for Physics, Chemistry and Biology.
- Guidance room where students' records and school data is kept.
- Property room is available where some school properties are placed.
- Civil Technology rooms; 1 for TLE teachers, and 1 for Mr. Baby Rene Sanchez.

Don Vicente Rama Memorial National High School's National Achievement Test result was improving. During the S.Y. 2003-2004, the school got an average of 44.97%. The following year (S.Y. 2004-2005, the school achieved an average of 49.24% which is an increase of 4.27%.
The school also had an overwhelming performance in competitions. In DAMATH, the school was declared the Champion of the Cebu City Division Level. In the Science Fair, the school won 2nd in the Regional Level. The school also won 2nd in the Cebu City Division Speech Festival. In MACK-P, the school won the 1st Prize together with the Rhymes and Jingle Contest.
The students also participated in different leadership seminars and workshops in a effect to make them a more empowered students.

[edit] 4 Regional STEP bets win
The four DVRMNHS students who were also the contestants of the 6th Student Techonologists and Entrepreneurs of the Philippines - Regional Skills Development and Competition together with their coaches, Mr. Pastor Ali Najarro and Mr. Baby Rene Sanchez, were successful in their respective categories.
The event was held in the Siquijor State College, Larena, Siquijor from October 24 to 26, 2006.
The winning students are place below:

- Kevin Ray Chua for Homepage Development - 1st Place
- John Quiñanola for Residential Wiring Installation - 3rd Place

Kevin Ray Chua who 1st Place in Homepage Development will be representing Region VII, together with his coach, Mr. Pastor Ali Najarro, in the 5th Student Techonologists and Entrepreneurs of the Philippines - National Skills Development and Competition to be held in Baguio City, CAR this November 19 to 24, 2006.

Last October 21 and 22, 2006, the Cebu City Division Schools Press Conference was held in the Cebu City National Science High School Gym, in coordination of the Dep-Ed, where the young scribes in the entire Cebu City met.
DVRMNHS send its contestants, under the supervision of Mrs. Diosdarlina Cabreros (DVRMNHS School Paper Adviser) and Ms. Mary Jane Deligero, for the following categories in English and in Filipino like Editorial Writing, News Writing, Photojournalism, Sports Writing, Copyreading, Feature Writing, and Editorial Cartooning.
Three DVRMNHS students won the top 5 slots of the different categories, which are eligible to join the Cebu City's Division in the Regional Schools Press Conference to be held in Tagbilaran City, Bohol this November 2006. They are the following:
- Jonah Ducay for News Writing (Filipino) - 2nd Place
- Andrean Mata for Editorial Cartooning (Filipino) - 5th Place
- Kevin Ray Chua for Editorial Writing (English) - 2nd Place
[edit] Studs ready for the exam
This October 19 and 20, 2006, students of DVRMNHS will undertake the 2nd Periodical Examination.
First, second, and third year students will take the 2nd Periodical Exams on all the subjects.
The fourth year students will take the National Achievement Test together with 6 schools in Cebu City. Selected DVRMNHS teachers will be assigned in Camp Lapu-Lapu High School, while the teachers that will oversee the exams in DVRMNHS will be from Florencio Urot Memorial National High School.
[edit] Oct. 14 celebration
This October 14, 2006, DVRMNHS will celebrate the 13th Foundation Day of school (as an independent school with national funding) and the United Nations' Day.
The school also be launching for the search of Mr. and Ms. DVRMNHS & Ms. U.N.. On this day, it would also showcase the dances of selected countries in the world.
The organizer of this event is Mr. Bernardino Gabiana.
[edit] Studs sing Yutang Tabunon
The school principal has already agreed to sing the Philippine National Anthem in Bisaya every Friday of the week.
Last September 29, 2006, the song entitled "Yutang Tabunon" was officially sang by Samuel Talatayud, and will be sang thereafter.
This October 6, 2006, for the first time of DVRMNHS History, the DVRVMNHS Choir led by Ms. Mary Jane Deligero will sing the Yutang Tabunon.
The SSG President is also lobbying to the school Principal for the singing of the "Yutang Tabunon" as a daily routine starting January 3, 2007, the day when the students return to school after the Christmas break.

Four Don Vicente Rama Memorial National High School students won 1st Prizes in different categories in the Student Techonologists and Entrepreneurs of the Philippines Program recently held in Abellana National High School.
The STEP enhances life-long skills and support the learning competencies of the work-education and skills training program of the TEPP component of the MAKABAYAN subject.
The students who will go to Siquijor and participate in the Regional STEP Contest are the following:

[edit] New school curriculum
According to Mrs. Diosdarlina Cabreros, the Don Vicente Rama Memorial National High School will introduce, by the next school year (S.Y. 2007-2008) and onwards, a high school curriculum that will be focused on science, technology, and mathematics. Computer science subjects will be offered to all year levels. Research will be given during the second, third and fourth year levels. Earth Science will be studied during the first year, while biology will be tackled during second and third years. Physics will be taken up during the third and fourth years. Chemistry will be studied during the third and fourth years. Algebra, geometry, trigonometry, calculus with analytic geometry will be studied in the first, second, third, and fourth year levels, respectively. Statistics will be studied during the second year as part of the second-year research course and as a separate course during the third and fourth year. As part of requirements for third and fourth-year research courses, students will have to produce research papers and project proposals, which they have the option to submit it to local science fairs.
