Doctor Moon

Dr. Moon is a scientist from the DC Comics universe who first appeared in Batman #240 (1972).
Dr. Moon has no superhuman abilities but is an expert in gene therapy, psychological conditioning and torture. He sells his services to finance his experiments and has taken work for the Joker and the Suicide Squad among others in the past. When Amanda Waller hired him, he was used to work on Plastique. As long as he is paid he doesn't seem to care what his employers do. He is also apparently an employee of the Sunderland Corporation and an associate of the Captains of Industry; he oversees the metagene operation that changes Air Wave into Maser.
He teames up with fellow villainess Phobia, and the pair are seen aboard the former Injustice Gang satellite during the Identity Crisis mini-series. According to Merlyn, every time Moon and Phobia came to the satellite, someone goes missing.
In Issue #18 (March 2006) of Manhunter Dr. Moon is killed in a fight with Kate Spencer when, during a savage hand-to-hand confrontation, she stabs him with his own scalpel. As of the time of writing the character has not been seen or heard from again since, however as this took place prior to the reality-changing effects of Infinite Crisis whether or not the character is still considered dead is, as yet, completely unknown.

On Justice League Unlimited, Lex Luthor and Project Cadmus hired Dr. Moon to get stolen info from the Question by using a machine that make the Question see what will happen if the Justice League went rogue like the Justice Lords. However, Superman and Huntress found them and Dr. Moon was knocked out. Outside of that, he replaced Hugo Strange as a member of Cadmus due to the so-called "Bat-Embargo".
