Dr. Harley Street is a fictional character in the animated television series SWAT Kats: The Radical Squadron. He only appears in the episode The Ci-Kat-A, although he plays a large role in its story. He is an astronomer who works at the M.A.S.A. Space Center outside of Megakat City, and seeks to obtain "the secrets of the stars." In order to do so, Street creates a deep space probe he names the Kat Sat 1 and launches into space to take pictures of distant galaxies. When the probe returns it brings with it a green sticky slime attached to the side, containing a small queen Ci-Kat-A. Street is bitten on the finger by her when he attempts to examine the slime, and is thus brought under the queen's control. He assists the queen in taking control of the entire Space Center, allowing her to bite and infect all of the security guards on base, and, over the course of the episode Street begins to transform into a Ci-Kat-A himself. He starts out with just green insectoid compound eyes but then his arms transform into spindly fly-like limbs with clawed hands on the ends, and, by the end of the episode, he has grown wings and has a pair of mandibles sticking from his mouth.

After the SWAT Kats kill all of the queen's original offspring, Street drives her to the Megakat Nuclear Plant where she feeds on the reactor and grows to gigantic proportions, carrying Street away as the SWAT Kats and the Enforcers converge on the plant. At Street's suggestion she builds a new nest in the penthouse of the Megakat Tower, and the former scientist is left to guard the eggs until they hatch (the episode is unclear about precisely where the queen herself goes during this time). Deputy Mayor Briggs, told by Mayor Manx to get things ready for his presentation to Mr. Young, arrives to find the eggs and is attacked by Street. He attempts to bite and infect her but is stopped by the timely arrival of the SWAT Kats, in the form of the Turbokat hovering outside the window. Razor launches an Octopus Missile through the glass, which hits Street in the face, propelling him across the penthouse. He smashes through the window opposite and plummets to his (implied) death 300 stories below, apparently not having time to regain his senses and use his wings.

Originally, according to Mark Lungo's article about the series in Animato!, Dr. Street was to have survived his fall from the Megakat Tower and return in an episode entitled Doctors of Doom. He was to have teamed up with Dr. Viper, and the two would create a new species of the Ci-Kat-A, using Street's DNA that was full of the Ci-Kat-A original DNA. It was also rumoured, that the second apperence of Dr. Street would reveal that he looked more like the Ci-Kat-A alien monster, having purple fur, just like the one the Ci-Kat-A had, although this hasn't been confirmed. However the series was cancelled before the episode could be completed.
