Sorry for being so harsh on the WP:AIAV page. I see that no one has given you a proper welcome, so here's a little template that can help you get around this place. I hope you stay around!
What I meant by "warning" a vandalous user, I meant for you to add a tag such as {{test}}, which tags the vandal, and warns them to stop vandalizing, or else face possibly serious consequences (such as blocking).
Examples of warnings you can give a user are found at Wikipedia:Template_messages/User talk namespace.
Furthermore, whenever you use a template (templates are surrounded by {{ }}), you want to put the words "subst:" inbetween the first two brackets, and the beginning of the name of the template.
For example, if I wanted to warn a user about vandalism using the "test" template, I would type: {{subst:test}}. This would give this message to the vandalising user:
Thank you for experimenting with Wikipedia. Your test worked, and it has been reverted or removed. Please use the sandbox for any other tests you want to do. Take a look at the welcome page if you would like to learn more about contributing to our encyclopedia.
(This is not a warning to you)
Now, if the vandalism continues, the template escalates too: {{test2}}, {{test3}}, {{test4}}. Once you have given the user a {{test4}}, it is at that time that they can be listed at WP:AIAV. Or, if you notice that a user has no good contributions, and just vandalizes non-stop, you can add a {{bv}} template. This indicates to the user that they have done a lot of harm, and should stop immediately. If they ignore this warning, then you can take them straight to WP:AIAV.
