Zambia is divided into 72 districts, wich are grouped together in nine different provinces of four to twelve districts each.
Article 109 in part VIII of the constitution of Zambia deals with local government. However, it only states that there should be some form of local government, and that it should be based on democratically elected councils on the basis of universal adult suffrage.[1]
