Dean Tightbill

Dean Tightbill is a fictional anthropomorphic duck created for the animated television series Darkwing Duck. He appears in the episode Beauty and the Beat and is voiced by Frank Welker.
Tightbill is the penny-pinching dean of St. Canard University. He is shown to only care about money, and has a disdain for botany and plants in general. He is a vegetarian, and hates Dr. Gary and Dr. Larson because they always suck up to him. Due to cutbacks, had to cut Dr. Reginald Bushroot's funding because his experiments weren't profitable. This made him indirectly responsible for Bushroot's mutation when Bushroot attempted his final experiment without the proper equipment. Following his revenge on Gary and Larson, Bushroot decided to come after Tightbill next. Fortunately for Tightbill however, Darkwing Duck had by this point involved himself in the case, and he is placed in the superhero's protection., Undeterred, Bushroot sends an enormous tree to break into the dean's office and kill Tightbill, but Darkwing is able to distract the tree long enough for Tightbill to escape.
What became of Tightbill after this is unknown. He is last seen running offscreen after Darkwing distracts the tree, and doesn't appear again in the episode. However after this Bushroot abandons his revenge plot altogether to try and woo his colleague Dr. Rhoda Dendron and he forgets all about Tightbill. So, it can be assumed Tightbill survived and was not killed offscreen, despite not appearing again in any future episodes.
