[edit] "active klan member"?

What does "active klan member" mean? There is no article on Klan that gives any meaning that makes sense in this context. In the USA, to describe someone as an "active klan membe" means that they are in the Ku Klux Klan. I'm sure this is not what is meant here, but what is the meaning?
