When Roland Deschain and Susannah first met him, he appeared to be a decrepit old man, introducing himself as Joe Collins of Odd Lane on Tower Road. He seemed barely able to carry himself, with one bad eye, leaning himself firmly on his walking stick. The man looked warm, inviting, and also funny. As soon as they met him, he was able to make even Roland laugh at his jokes.
He invited them into his cottage where they palavered and talked of the Dark Tower. Roland was astonished to find out that Joe Collins had actually seen the Dark Tower and taken a polaroid of it. However, he had never gone past the edge of the Rose Field, for fear that he might be killed by it.
Soon after a great meal, Joe Collins talked of being a small-time comedian, and inevitably was asked to perform for them, being that he had already made Roland laugh more than Eddie Dean. What ensued was very strange. The old man got up from his chair very lightly, especially for someone who had a lame leg. As he continued his stand-up, he began to grow younger and younger.
Susannah found the situation becoming very strange. The old man began to lose his aged appearance and she kept hearing a cry, much like a baby's, outside somewhere. The strange thing was that Roland did not even respond to it, as alert as he always was. Soon, though, Susannah accidentally slapped a sore on her top lip, and was forced to go to the bathroom (Joe did not seem at all pleased with her leaving).
In the bathroom, Susannah found a letter underneath the first towel in a stack. To her surprise it was a letter from Stephen King himself. The letter gave her a hint as to why the S in ODD's LANE had been added to the sign. Soon she figured out that ODD LANE was an anagram of DANDELO.
By the time she made this connection, Roland was already laughing out of control. Dandelo was thirty years younger and holding Roland down as he continued to make Roland laugh to death. Susannah, with the help of Oy, soon brought Dandelo down, and shot him twice in the head.

The old horse in the stable by Dandelo's cottage. Lippy whinnied when she saw Roland and Susannah approach. She was very old, ragged, and full of holes in her fur. Even though the rest of the things in the cottage soon turned out to be fake, Lippy turned out to be real.

Roland and Susannah found Patrick in a cellar under the cottage. He was held prisoner by Dandelo, who continuously fed off of his emotions, making him laugh, cry, scared and many other things. He was fed the very limit of food to stay alive as Dandelo used him as a cow.
[edit] Stuttering Bill
The William D-746541-M Maintenance Robot with many functions. He was the one who plowed the snow road all the way up to the edge of the white lands, where the snow ended and the roses began. He gave Roland, Susannah, and Patrick a ride on his plow for many miles, taking them closer to the Dark Tower.

This villain of the Dark Tower Series seems to have many connections to It. First of all, after Susannah shoots him in the head, he turns into a bug with very oddly shaped limbs, and before she shoots him, he has the face of a very menacing clown.
This could lead to speculation that Dandelo is simply Pennywise's real name, a name that he openly uses in the center world, not a name that he uses in Derry, Maine.
Another, more obvious, connection is the robot Stuttering Bill (who later becomes just Bill when Roland "suggests" he fixes his stutter, an act that Dandelo forbade), who has the same name and nick name as one of the main characters of It.
