Cybil Bennett is a is a fictional character of the PlayStation video game Silent Hill and the film of the same name.

Cybil Bennett is a police officer from Brahms, a town neighboring Silent Hill. She was sent to investigate her precinct's lack of communication with the Silent Hill police and was drawn into the strange world of the town. She quickly befriends Harry Mason and helps him to find his daughter.
She is probably the only character in Silent Hill 1 (not counting the monsters), that got into Alessa's world by pure bad luck. Judging by the dialogues, Cybil cannot see all of the Otherworld - she doesn't see any monsters or bloody walls, but she also does not see the citizens. When Harry tries to explain everything to her in the boat, she says: "Harry, this whole thing's been a major blow to you. You need to rest". But she can see the fog and the collapsed roads. In the intro, Harry sees her bike on the roadside. Cybil probably saw a big hole in the road and decided to walk around it on foot (of course, it only exists in her subjective reality) - that was the first time when Cybil was affected by the power of Alessa's inner world.
She can't find any logical explanation to the strange events going on around her ("The phones are all dead, and the radio, too") but feels that there's something wrong going on ("But from what I can tell, something bizarre is going on. That's all I know"). That is why she gives Harry a gun and always keeps on guard. Her behaviour in the hidden church is a good example. But she does not believe in mysticism - she is an officer of the law, representing rationality and logic in Silent Hill 1. Even seeing Cheryl (Alessa) walking on the water does not change her mind.
Harry next encounters her on the darkened amusement park's merry-go-round. Having been possessed by the same type of paranormal creature that inhabited the denizens of Alchemilla Hospital, she attacks Harry. If a certain item was obtained earlier, it is possible to rid her of the evil influence and save her life; If not, Harry is forced to kill her in self defense. Though she is never mentioned in the story's continuation (Silent Hill 3,) her canonical fate is considered unknown, though Harry's gift of Aglaophotis to his daughter would imply he left Silent Hill with it in his possesion. This would happen only if he didn't use it on Cybil at the Amusement Park. According to Konami, the ending in which he does not, 'Good' is "the orthodox ending, which is connected to the third game." It is still possible however that Harry might have had some left over, or that he may have obtained some somehow after realizing the effects that it harbours.

Cybil, played by Laurie Holden, is a gruff, but dedicated police officer from the nearby town of Brahams. Years earlier, Cybil followed a man into Silent Hill and rescued the boy he kidnapped after the boy was dropped down a mineshaft. Now, after pulling a suspicious Rose over, and then engaging in a high-speed car chase with her, Cybil finds herself trapped in Silent Hill's alternate dimension. Cybil joins Rose on her search for Sharon, a mission that ultimately costs her her life when she is executed (burned) by the Order's fanatics.
As Rose nears her goal at the Brookhaven Hospital, Cybil distracts the member of The Order and allows Rose a chance to get into the elevator that will take her to the halls she needed to go through to find Alessa. Cybil is then beaten within inches of her life and taken to the church. While in the church the meets Sharon and tells her everything is going to be alright and that Rose is on her way to get her. She tries arguing with The Order, but to no avail. Before Sharon's eyes, she is slowly lowered in the fire as an execution for helping the 'witch' and Rose.
