The Council of Elders is a fictional organization in A Series of Unfortunate Events by Lemony Snicket.

The Council of Elders is the main government in the Village of Fowl Devotees. They are responsible for making the thousands of rules in the Village of Fowl Devotees. The council doesn't seem to be very reliable; they often make decisions on the spur of the moment.

All of the council members seem very old, and the council is made of men and women. Every council member also wears a crow-shaped hat that makes it look like a crow is roosting on their head. The youngest council member looks about 75 years old.

The Council Of Elders has created nearly 20,000 rules, some absurdly strict(one specifically regulates the number of nuts that may be placed on ice-cream sundaes.) Anyone who breaks these rules is burned at the stake (Rule #2). The most important rule, Rule #1, is that no-one may ever hurt a crow. Some of the rules contradict others, or themselves. Rule #2 states that anyone who breaks a rule must be burned at the stake. This would mean that if you did not burn someone at the stake, you must burn yourself, but that would also mean that you would be following said rule. Another contradictory pair of rules are #s 19 and 39. Rule #39 states that it is illegal to make anything out of crow feathers. However, Rule #19 states that only pens made from crow feathers are allowed within the village.

The council's headquarters are the Village of Fowl Devotees town hall, where they sit at a long table, and people with problems can sit on benches and wait for a turn to speak to the elders, so they can establish new rules.

There is a reference to a Council Elder in The Penultimate Peril, as a woman with a crow-shaped hat is said to be listening to a bearded man playing a guitar.
