This map needs a legend to indicate what the colors mean. Cross-hatching or some non-color indicators are even better so that color blind people can decipher the meaning.

Also, the word 'license' appearing in the sentence directly below this edit box is misspelled as "licence".

Also, the map should make distinction between those states that have ratified the convention and those that have signed it.
