Just so you know, even anonymous IPs have talk pages. I posted a warning at User talk:194.72.105.222, but did not block him as he had not been warned in relation to his latest actions. Ciao! Mhmhm... he has an Italian name and surname, so I guess that he was born in Russia to an Italian family working there. Anyawy, I reverted my format edits without specifying the nationality. Bye.

That is the place to report vandalism. However, generally we request that the user be warned first. Here is the list of warning templates to use.
