Thillaiyampalam Sivanesan (Tamil: தில்லையாம்பலம் சிவனேசன்), also known by his nom de guerre Colonel Soosai is a Sri Lankan Tamil militant who is the head of the Sea Tigers, the naval wing of the LTTE. He was originally the Special Commander of the Sea Tigers when they were created in 1991, but took over as Commander after the killing of the original commander, Gangai Amaran, by commandos of the Sri Lankan Army[1].

Along with Pottu Amman, Colonel Soosai is the LTTE's seniormost military leader after Velupillai Prabhakaran.
