Scouting Wiki Project Coalitions for Inclusive Scouting is part of the Scouting WikiProject, an effort to build a comprehensive and detailed guide to Scouting and Guiding on the Wikipedia. This includes but is not limited to boy and girl organizations, WAGGGS and WOSM organizations as well as those not so affiliated, country and region-specific topics, and anything else related to Scouting. The Inclusive Scouting Distinguished Service Award is awarded by the Coalitions for Inclusive Scouting to persons who have spoken out against the Boy Scout policies at a substantial personal risk. Awardees include James Dale (see Boy Scouts of America v. Dale), Matt Hill (see www.matthillnc.com or Wikipedia User Page Matthillnc).

You are right that isn't an official patch. It is a patch created by current and former members of the Boy Scouts committed to making the BSA a safe and welcoming place for all youth members and leaders, regardless of sexual orientation.
