This paragraph sounds non-[NPOV]]. It needs some references or further explanation to support "notoriously," "rural area...driver for this lack of funding," and the statement about the unconstitutionality of the method of funding. Either references should be provided or the unsubstantiated statements edited. Indeed, I wonder whether this paragraph should be here at all, as Ohio's school funding is a problem for every district in the state; why is Cloverleaf singled out as "notorious?"
