Choi Bounge used to work as a Korean butcher, was very successful in his business (especially due to his skill at cutting) and having a caring wife. However, this perfect life led him to boredom, and he felt a desire to put some action in his life. Thus, he became a small-time criminal who, along with his partner-in-crime, Chang Koehan, executed various bank heists and other random acts of thievery. One day, the hapless duo became arrogant and careless, resulting in their capture by the authorities. However, the jail walls were no match for Chang's overbearing strength, and they escaped. While wondering about what crime they were going to commit next, they ran into Kim Kaphwan; someone much more dangerous than the police. Kim proceeded to assault the hapless convicts and refused to relent until they agreed to join his team in the KOF tournament, as well as become part of his "rehabilitation project." This is reflected the games wherein Choi and Chang acquire some moves similar to Kim's since 1995 and have worn matching outfits since 1996. Ever since, the two have attempted to escape from Kim's training dojo with little success. The situation hasn't gotten any more lenient with the arrival of Jhun Hoon, who shares Kim's overzealous passion for justice and rehabilitation.

- With his size relative to those of other characters (his canonical height is listed as 153 cm) and his hunched-over fighting stance, Choi is one of the smallest characters seen in any fighting game. This gives him a unique tactical advantage, as many taller characters are incapable of hitting him with certain basic attacks such as punches from a standing position. This is particularly highlighted in SVC Chaos: SNK vs. Capcom, which also features the Capcom character Hugo; a man whose height reaches almost the top of the screen and who is significantly taller than average-height fighters such as Ryu and Kyo Kusanagi.
- In the early days, (KOF '94-'95), Choi was capable of killing an opponent with one move. Choi could perform his Tornado Ripper DM close on an opponent in the corner, knocking the opponent into the air, dealing a significant chunk of damage. In the corner, the opponent has no where to land but straight down, so the move will connect a second time before it is done, killing the opponent instantly with the second hit. Fortunately, SNK realized this possible bug (this was before the days of "damage scaling"), and this bug was thankfully (or unthankfully) fixed from games '96 and on.
- In KoF 2002, his HSDM is called Shakushi (one translation is 'Death Slash'), where he does random slashes while in the air. This HSDM strikes a resemblance to one of Captain Kuro's (from One Piece) of the same name.

- In Korean, Bounge (번개) means 'lightning'.
- Choi's design is reportedly based on the character Freddy Krueger.
- Choi accompanies Chang Koehan during fights in Capcom vs. SNK 2, but only attacks during select special moves.
- A taller version of Choi named Cool Choi appears as a Maniac Striker in KOF 2000. The taller version appeared in one of the four-panel KOF joke strips (known in the net as jests). It was the result of Choi hanging down from by his hands from a tree-branch and Chang Koehan weighing him down with his iron ball.
- He is absent from KOFXI because Kim goes with Terry leaving him without enough teammates.
- Between KoF '00 through '02, Kim deems both Chang and Choi's rehabilitation complete; however, Chang and Kim form a friendship that flourishes whereas Choi becomes forgotten.
- In team Korea's ending in KoF 2000, Chang and Choi end up switching bodies due to the Zero Cannon.
- Choi made a cameo role appearance in Kim's stage in Real Bout 2.
- Choi also makes an appearance in the daytime Grand Mosque stage in KOF: Maximum Impact 2, hanging onto one of the columns in the background.
