ChibiChibi (ちびちび?) is a fictional character in the fifth and final season of the Sailor Moon series. She is estimated to be about two years old, and can't really talk yet, though she knows a few simple words and likes to repeat what other people say (to learn how to talk). In the anime, she mostly says "chibi," hence her nickname.
Her pink hair is always seen put up in two heart shaped odango, with little ringlets sticking out the sides. She is first seen in the manga, floating to earth using an umbrella as a parachute, saying "Chibi chibi!"
In both stories, ChibiChibi ends up with the responsibility of protecting Princess Kakyuu. In the manga she transforms into Sailor ChibiChibi and carries a heart scepter with what looks like a planetary ring around it which she uses to defend herself and Sailor Moon. In the anime she can also transform into a Sailor Senshi, Sailor ChibiChibi Moon. She does not appear to have an attack phrase as the other senshi do.
When Tokyopop announced it was translating the 'Stars' arc of the Sailor Moon manga, ChibiChibi's English name was initially RiRi, though this idea was soon dropped.

[edit] Background (manga version)
Sailor Cosmos, ChibiChibi's true form, came from a war-torn future where she lost the war to Chaos. Losing hope, she went to the past to try to get Sailor Moon to destroy the Galaxy Cauldron. Sailor Moon refused to do it because it would mean that new souls and stars would never be born. Sailor Moon argued that it would happen in another Galaxy, so she wouldn't do it.
Despite the similarly styled hair, both Usagi and Chibiusa denied that ChibiChibi was their child - this is due to the fact that the Queen of the line of the Silver Millennium is only able to have one child, and Chibiusa did not feel any connection to ChibiChibi in that way. [1]
It is unclear if Sailor Cosmos is herself the future form of Sailor Moon (in the original manga, versus the Tokyopop translations) or if Sailor Cosmos is an entirely different character. The Japanese version may have been deliberately vague on this subject. The creator of Sailor Moon, Naoko Takeuchi has not taken a stance on this issue yet.
In reprints of the manga, her Senshi name was changed to match that of the anime version: Sailor ChibiChibi Moon.

A long time ago, Galaxia sealed Chaos inside her own body. Knowing that this would contaminate her starseed, she sent it far away. The starseed took the form of the pink-haired ChibiChibi, and landed up on Earth where she lived as Usagi's little sister. ChibiChibi is also referred to as the "light of hope" (kibō no hikari) by the Starlights, their one chance for defeating Galaxia. She is not only able to transport herself and the senshi around Galaxia's domain freely, she is also able to transform herself into a sword to seal Galaxia away. In the anime, the Sailor Soldier version of ChibiChibi is called Sailor ChibiChibi Moon.

- Sailor ChibiChibi Moon powers up Eternal Sailor Moon's attacks, changing her Starlight Honeymoon Therapy Kiss attack into Silver Moon Crystal Power Kiss.
- Shapeshifting - In the final episode, Sailor ChibiChibi Moon changed into her original Star Seed form and lent Eternal Sailor Moon her power, and then changed into the Fuuin no Ken, the Sword of Sealing. This was the weapon Galaxia used to seal away Chaos.

ChibiChibi's musical versions always follow the anime version, with ChibiChibi as Galaxia's starseed, cast out as Chaos was corrupting Galaxia's body. She is also the "Light of Hope" that Galaxia fears and in several of the musicals saves Sailor Moon and the others from being overrun by Galaxia's forces.

While ChibiChibi has no anime single, she does have a notable song from the musicals (SeraMyu) that she has appeared in, "Mou ii No" (It's All Right). ChibiChibi sings "Mou ii No" to Galaxia to announce that ChibiChibi has come to rejoin Galaxia.
