Hi, you redirected Allamah Shibli Numani to Shibli Numani, which do not exist. And your comment on the talk page, "I figured that a merge was not necessary since the other article has substantially more info." suggests that a more comprehensive article exists. Hi, I see you've put a {{redlinks}} on this and there certainly are quite a few. I feel they serve a purpose in giving a complete administrative structure. The article is one of a series on the 342 Arrondissements of France and there's a project Wikipedia:WikiProject French communes on which I'm making some (slow) progress to turn the links blue.
