I'm not familiar with the 2003 legislation that the Bush administration is pushing to modify US bankruptcy law; additions are appreciated. Supposedly it makes it difficult or perhaps impossible for an individual to file Chapter 7.
- It won't be significantly different than the BaRF proposed since the beginning of this decade. One huge change is a means test for 7, despite the fact that the United States Trustee is already enforcing one. Some folks believe we'd already be in a post-BaRF world but for 9/11. Somewhat surprisingly democrats are also behind it, such as biden. Maybe not so surprisingly given where Cardmember Services is located. It passing or not passing is (IMO) more a matter of political expediency and campaign contributions than it is a matter of enabling people to find a painful way out of oppressive debt.
