Certificate of identity

A certificate of identity is a travel document issued by a national government in lieu of a passport. Australia, Canada, New Zealand, Singapore and the United Kingdom issue certificates of identity to people who are either stateless or unable to obtain a passport from their own country. Fiji and Malaysia issue them to their own nationals for emergency travel.
