All cuban images before 1997 are considered in Public Domain as they did not sign the Berne Convention pact until 1997 that other wise would have made images like this a copyvio, and that is clearly a pre-1997 image. And if this image came from the Soviet Union, it's soviet PD because Khrushchev died in 1971 so this is a pre-1973 image, and all soviet union images before 1973 are in Public Domain.
