Carlito Keyes is a fictional terrorist from the video game Dead Rising. He is the mysterious man who greets journalist Frank West upon his arrival at the Willamette Parkview Mall, and later serves as one of the primary antagonists.

[edit] Before Dead Rising
Carlito and his sister Isabella come from the small Central American town of Santa Cabeza. Their lives were rather commonplace until the United States set up a research facility in their town. The purpose was to find a way of mass-producing cattle and other livestock to feed the growing demand for meat in America. The research, headed up by Dr. Russell Barnaby, took an unexpected turn when the doctor discovered a bee-like insect that, in a single sting, could deliver a disease that would kill any living human and then reanimate him or her as a zombie. Dr. Barnaby was in the process of trying to use this new information toward his research when one of these Queen Bees escaped, causing a zombie epidemic in Santa Cabeza. Hundreds died from infection of the zombie disease, eventually rising again to claim more innocent lives.
Naturally, the citizens of Santa Cabeza sought help from the US Government, since their presence in Santa Cabeza was directly responsible for the outbreak. But instead of aiding the small town, Special Forces teams were sent in and wiped Santa Cabeza off the map. Every living or undead being was killed; all structures were burned; any evidence that Santa Cabeza ever existed was destroyed. But somehow, Carlito and Isabella Keys escaped the carnage. Instantly, Carlito was hell-bent for revenge.

Years later, Carlito became responsible for one of the most unusual acts of bioterrorism ever committed on American soil. With the introduction of a few Queen Bees into the small town of Willamette, Colorado, a chain reaction of death is set into motion. Within a day, Willamette becomes little more than a ghost town. Any remaining survivors migrated to the main structure in the town, the Willamette Parkview Mall, and barricaded themselves inside. Carlito and Isabella are among them, as was a confused and senile Dr. Barnaby, summoned to the mall by Carlito himself.
At this point, photojournalist Frank West enters the mall, following a hot tip for a story. Carlito meets Frank on the roof of the mall, and seemed almost amused by his presence. But soon, after the zombies broke through the barricade, the two became rivals as Frank's search for the truth frequently brought him back to Carlito. His first act of revenge came when Carlito tried to murder Dr. Barnaby by feeding him to the zombies, which failed due to Frank's intervention. After sustaining a gunshot wound in the fight, he received treatment from Isabella, who herself had several enounters with the photojournalist. She tries to persuade Carlito to tell Frank the truth; he responded by becoming enraged and shooting her in a fit of anger.
Isabella is rescued by Frank. Carlito, meanwhile, regrets his actions and tries to apologize to his sister via the PA system. When he gets no response, he proclaims that he will "end it all." What this meant was that Carlito would commit suicide by detonating several time bombs strategically placed under the mall. The resulting explosion would launch zombie parasites into the atmosphere, infecting the entire country. The plan almost succeeds, but the involvement of Frank West puts a stop to Carlito's schemes. The bombs are successfully dispatched and Carlito is fatally wounded by Homeland Security agent Brad Garrison. Carlito shoves Brad into a zombie infested tunnell before escaping again.
However, Carlito, in his wounded state, is spotted by a deranged butcher and brought back to the shop for processing, but Frank again intervenes and stops Carlito from becoming mince meat. In his final moments, Carlito is pushed by Frank to talk, promising that the Santa Cabeza story be told. Instead, he gives Frank his necklace and instructs him to give it to Isabella. He dies, denying Frank his exclusive interview with the man responsible for the Willamette Zombie Outbreak.
[edit] Overtime mode
If the gamer collects the "A" ending, it is later revealed in Overtime Mode that Carlito's plan went far beyond Willamette. Before leaving for the US, Carlito infected 50 orphans with the zombie disease and gave them all a minor antidote, slowing, but not stopping the process of zombification. These orphans were later adopted by parents in major cities in the continental United States. Once those orphans turned, it would cause a near simultanious nationwide outbreak of zombies that would be almost impossible to contain. In Overtime Mode, Frank, with the help of Isabella, attempts to escape Willamette and foil Carlito's posthumous terrorist activities.
In the "true" ending, Carlito is blamed for the Willamette Incident, but no connection between him and what happened at Santa Cabeza is ever acknowledged, leaving it as an isolated incident in the public's mind. It is also never stated whether or not Carlito's plan to use the orphans as "zombie time bombs" is uncovered or even acknowledged. Many feel that this is to set up a possible sequel.
