I count seven articles with much overlap between them:Capital district, Federal district,National capital district,Special capital district,Capital territory, Federal capital territory,National capital territory. Let's make one article that discusses difference among them, instead of all the duplication. I propose this one as the target, but I'm open to other suggestions. This article has the longest list, but Federal district is the only one with real content.--Natcase 01:45, 3 December 2006 (UTC)

Further thought: make one combined article on Capital districts and territories, thereby removing potential bias towards one terminology or the other.We still need a refer from the Federal territory for the Federal districts of Russia--Natcase 02:00, 3 December 2006 (UTC)

After a week of no response, I went ahead and did it...I think I cleaned up the administrative areas template, but not sure.--Natcase 07:02, 11 December 2006 (UTC)
