I've found info on the policy shifts, but not on the deeped questions, like whether CAMP (a CA-Fed cooperation) is barred from molesting medical grow operations (state money spent subverting state law). When I am more certain, I will expand on this. Also needed, expansion on city/county reporting requirements, Chinese walls on information, etc -SM 23:14, 4 November 2005 (UTC)

Increasingly, Mexican drug cartels are undertaking large grows on public land in California, and ordering tenders of these grow-ops to defend them with force. This should be addressed in a section, along with a description of the narco-business pattern this represents. -SM 14:51, 5 November 2005 (UTC)

[edit] This entirely neglects the sad, pathetic nature of the endeavor.

...Which I will argue is a very important aspect. You wouldn't, I hope, write about the "War on Cancer" without mentioning that so far, we're getting our asses kicked, or the "War on Poverty" without noting that somehow forty years on we're still "marching towards victory" without arriving. How then, can a reasonable Californian read this article without noting the scandalous lack of censure for the CAMP effort? As if it were possible to "win" this campaign! Fah. Where I live, in the Bay Area of California everyone knows an Officer Opie, a Barney Fife, who won the raffle at the local policeman's Ball and now has a goofy laminated photo in his wallet (positioned so that you can see it when he flashes his badge) of him and Homer and Fred sitting in a Blackhawk Helicopter on a CAMP picnic-field-trip, toting a M-16 on loan from the Martinez Armory and Pool Hall.

These yahoos roll into town in a paramilitary parade, stop at the gas station to fuel up and flex pecs for the local teenagers, appear at supermarket openings, and angle for interviews on Oprah. They have publicity agents. They masturbate to fantasies of Arnold Schwarzenneger bounding through a field of burning pot plants, carrying in his left arm a sheaf of wheat and in his right a jeroboam of hash oil with which to set the Drug Dens of Klondike Karl and the Keystone Krooks ablaze.
