The plot of the movie concerns Kelly, a hyperactive high school girl whose mother gets married to General Joe "Sir" Maxwell. When her new stepfather gets a job as the Commandant of a military school, Kelly enrolls in the military school because it is the only school around the area they move to. Kelly at first has trouble fitting in, but gradually she improves and even helps the school win second place at a drill competition. Many critics and viewers have commented that Kelly is one of the most appealing characters in a Disney film because of her great love for her family and her willingness to do anything for them. For example, although she is frightened of heights in the end of the film, she climbs down a cliff to rescue her biological father. Many have also commented on the chemistry between Hilary Duff and Christy Carlson Romano who plays tough cadet Captain Jennifer Stone. Although the Captain at first views Kelly as a "little maggot", the two eventually develop a bond of respect demonstrated by the routine that they perform at the end of the film. The producers and directors of Cadet Kelly used actual military personnel as technical advisors especially during the drill team sequences. Cadet Kelly was the highest-rated film ever shown on the Disney Channel.

  • The first and, as of 2006, only Disney Channel original movie to air as a Wonderful World of Disney presentation on ABC in the United States and CBC Television in Canada.
  • A sequel was planned but dropped in 2003, because of Hilary Duff not wanting to return to Disney. The idea was then re-opened in 2005, and was again turned down by Duff. In 2006, it was rumored that a sequel is still being planned with none of the original actors.
