This type of plug is used in Spain, amongst other countries.

The photo below shows a Spanish wall socket, with a fuse cap above it, and a light switch above that.

The second photo shows the cap removed from the wall. The glass-encased fuse sits in the cylinder in the cap.

Note that this is an old installation.
