César Luis Prates (born February 8, 1975 in Aratiba, Brazil) is a Brazilian footballer. He currently playes for A.S. Livorno Calcio in Italy's Serie A. He usually plays the Right full-back position.

Even though he was a defender, you would never see him at the back of the field. He would always be up with the forwards, trying to generate a goal. He has a vicious and powerful kick, and is a great curler of the ball. In Brazil he is known as a very underrated footballer, and is often compared to legend Roberto Carlos da Silva.
