Whilst dear old Queenscliffe is an anomoly it's hardly likely that it had more Liberal heavies than say, Prahran, Kew, Camberwell, Hawthorn and almost anywhere else. To suggest that Kennett (or anyone for that matter) would be looking to be Mayor of 2,300 people at some vague time in the future is stretching credibility a bit.
