needs medical and legal citations - the point of this definition is to escape the more political words entirely, including 'violence' and 'terror'... to avoid oxymorons such as "committing terror" or referring to "violent groups" that have not ever done any bodily harm. Bodily harm is a quite neutral term and most people would admit the medical concept of it as a neutral point of view.
