Billy Coen is a fictional character from Capcom's video game, Resident Evil 0. Coen, a former Marine, is an escaped convict who serves as Rebecca Chambers' partner during the Arklay Mountains incident.

Billy Coen, a 26-year-old former Marine Lieutenant, was sentenced to death after being convicted of murdering 23 people. While enroute to his execution facility, the patrol van transporting Coen was attacked, giving him the opportunity to escape. While seeking refuge in the Ecliptic Express, a private train, he encountered Rebecca Chambers, and formed an alliance with her. By working together, they were able to overcome many obstacles, and eventually escape from the horrors of Arklay Mountains.

Coen's wardrobe consists of a pair of blue jeans, a navy blue undershirt, and boots. He has a tattoo on his right arm which says "Mother Love".

According to the EX File, "Rebecca's Report" from Resident Evil 2 for the Nintendo 64, Billy Coen's corpse was discovered near a battered transport vehicle, amidst a pile of other corpses. The report goes on to state that all of the corpses mysteriously "vanished" the following day. In reality, Billy helped Rebecca escape the horrifying zombie B.O.W.'s on board Umbrella's private train, the Ecliptic Express, and parted from Rebecca on the grounds of the Spencer Mansion. This report was written by Rebecca to help Coen elude authorities.
