William Oliver "Bill" Lipinski (born December 22, 1937), American politician, was a Democratic member of the United States House of Representatives from 1983 to 2005, representing the 3rd District of Illinois (mainly the southwest side of Chicago).

He was born in Chicago, and he was educated at Loras College in Dubuque, Iowa. Lipinksi served in the United States Army Reserve, and he was a public administrator with the Chicago Park District of the city of Chicago. Lipinski was a member of the Chicago City Council from 1975 to 1983 before entering the House.

On August 13, 2004, Lipinski withdrew his name from the November 2 election ballot, announcing that he would retire at the end of his current term, which expired on January, 2005. At Bill Lipinski's urging, Democratic party leaders named University of Tennessee professor Dan Lipinski, the congressman's son, to replace him on the ballot. Dan Lipinski won the November 2 race against light opposition in the heavily Democratic district.
