Bill spent his youth in Phoenix, as he is a third-generation native. He is married to Uta Brotherton and has two children: Billy, age 8 and Bianca, age 3. Bill's grandfather, Charlie Thomas, was Police Chief for the City of Phoenix-1952-1963. Bill displayed an interest in politics at a very young age. In 1984 he was a House of Representatives Intern for Representative Larry Hawke, Chairman of Natural Resources and Energy Committee and Representative Jim Hartdegen, Chairman of the Agriculture Committee.
