Benito Soliven is a 4th class municipality in the province of Isabela, Philippines. According to the 2000 census, it has a population of 22,192 people in 4,418 households.

The town is named after the Hon. Benito Soliven, Congressman of the Ilocos Region during the Commonwealth government.
