From the official history:

The “Mighty Eighth” Air Force, of World War II fame, is headquartered at the base. Barksdale is home to the 2d Bomb Wing, 2d Operations Group, 2d Maintenance Group, 2d Mission Support Group, the 2d Medical Group, Eighth Air Force Museum (which maintains the historical aircraft and artifacts that grace the base) and the Air Force Reserve’s 917th Wing.

It appears to be only Numbered Air Forces that use the spelled out number form. See Eighth Air Force and Fourteenth Air Force.
