Barbie is a fictional character in the film Toy Story 2. She is actually represented by two distinct versions of the popular Barbie doll, as well as several "extras".
The first is "Tour Guide Barbie", the doll we see the most in Toy Story 2. She is peppy and energetic and very knowledgeable. When Hamm, Slinky Dog, Rex and Mr. Potato Head come upon the Barbie aisle at Al's Toy Barn while searching for Woody, Tour Guide Barbie hops onto their car and helps them locate Buzz Lightyear. (Although they ultimately find the wrong one.) At the end of the film, Tour Guide Barbie waves goodbye to the audience until her face hurts.
The second Barbie is "Barbie on Backpack" and is owned by a little girl who enjoys giving her dolls "makeovers". This Barbie has had garish make-up put on her, as well as had her hair cut in a disjointed way. Despite her looks, she is still upbeat and actually seems to like the look, enthusiastically talking of her owner's skills to the Stinky Pete doll who is forcibly placed in the backpack alongside her.
Both Barbies are voiced by Jodi Benson.

Barbie was originally intended to be Woody's girlfriend in the original Toy Story, but Mattel refused to give permission for her use, so Bo Peep took that position, instead. After the success of the first film, Matell jumped at the chance to get her into Toy Story 2.
Naturally, there was a commercially available "Tour Guide Barbie" created to tie in with the release of the movie.
