Barbara Jacqueline Owen was a fictional character in the popular BBC soap opera EastEnders. She was played by Sheila Hancock in 2000 and 2001.

Barbara was first seen in July 2000 as Steve and Jackie Owen's poisonous mother. At the time, Steve was going through a drugs problem and visited his mother after finding out she was dying of heart disease. Barbara was obsessed with the British Royal Family, though not so caring about her own children.
Barbara later attended Steve's wedding to Melanie, taking a shine to Phil Mitchell, to the point of putting his photograph on her mantelpiece.
Steve later visited Barbara while she was in a critical condition and confronted her about the abuse she'd showered on him when he was a child. She responded by talking about the problems she'd had with his father and asked that Steve kiss her. He reluctantly gave her a peck on the forehead but she insisted he kiss her on the lips. When he leaned forward, Barbara grabbed him, gave him several passionate kisses, told him that he was an attractive man and died.
