Why five dollar coins?

If the currency of Somaliland is the Somaliland shilling (4500 shillings per US Dollar), then where do the Somaliland 5 dollar coins come from?

I find no mention of Somaliland dollars on either the government web site or on the Bank of Somaliland web site. Are they legal tender?
