Neologism. I have lived in this general area for 15 years and I have never ever heard this phrase. Google has nothing of the sort no matter what combo I use. Moreover, DuPage County, Illinois is never spelled with a space between Du and Page. This just silly monikercruft or even vandalism & it doesn't belong in an encyclopedia. - Delete. Checking my property tax bill... yep, DuPage, no space. Never heard this term either, and I don't even think those are the richest communities in the county.
