There is no evidence of meeting any of the proposed criteria from WP:SOFTWARE. Though the word "deme" has a gracious plenty google hits, they are mostly unrelated. Googling for "Deme" with "online deliberation" [1] finds mostly self-gen hits and hits related to the conference mentioned in the article. There has been no news on the official website [2] since February they are currently on version 0.5, which implies that they are still in the beta stage and are not yet up to a ready for prime time release.
