This was nominated for speedy deletion as patent nonsense. However, all of the words do make sense, and so it does not qualify. That said, the article is on an idea that the author admits does not exist in the real world, and only thinks would be a good idea. As wikipedia is not a crystal ball, I'm sending this here.
