Andrew Bell, (1753–1832) was a Scottish Anglican priest and educationalist who pioneered the Madras System of Education (also known as "mutual instruction") in schools.

Bell was born at St. Andrews in Scotland on 27th March 1753, the son of town Bailie Alexander Bell ("Bailie Bell"). After studying mathematics and natural philosophy at St. Andrews University, he moved to America where he became a tutor to a family that owned a tobacco plantation in Virginia.
